M. Bernadette Welch is the Chief Administrative Hearing Officer for the Tennessee Department of Revenue. Previously, she worked in the Tax Division of the Tennessee Attorney General’s Office. She received her undergraduate degree (cum laude) from the University of Evansville, her master’s degree from Trevecca Nazarene University, her J.D. from Vanderbilt University, and her LL.M. in Taxation from the University of Florida.

Welch taught public school for 12 years before attending law school. After graduation, she clerked for the Honorable Walter Kurtz in the Fifth Circuit Court for Davidson County. She served as Assistant Treasurer (2011) and Treasurer (2012) of the Nashville Bar Association. She is a Fellow of the Nashville Bar Foundation, and a 2007 graduate of the Tennessee Bar Association’s Leadership Law program. She is active in the Lawyers’ Association for Women, Marion Griffin Chapter, where she has served as both President (2008-2009) and Treasurer (2006-2008). She is also a member of the Harry Phillips American Inn of Court and has served on the Executive Committee and the Programs Committee since 2007. Particular areas of interest include increasing the bar membership of government attorneys, helping lawyers to find work-life balance, and promoting civility among members of the bar.
